to develop Fifth Column organizations in countries

Democracy, about which see: The integration of government agencies with high-powered private agencies in determining the content and effective practice of U.S. foreign policy is most disturbing. Private agencies, armed with the image of humanitarian concern, in fact permit powerfully connected imperial strategists to direct public policy beyond public scrutiny. At the same time, such groups can exploit their seemingly expert, independent status to make statements and publish reports and books which might be recognized as propaganda if issued by government sources.
